The regional meeting “Turning Research into Practice – Learning from PISA” is held on June 16-17, 2011 in Belgrade.

This is an initial event that the Ministry of Education and Science of the Republic of Serbia is organizing with the partners from the region, within the Joint Cluster of Knowledge of the TFBHC (Task Force Fostering and Building Human Capital) and ERI SEE (Education Reform Initiative of South Eastern Europe) entitled “Evidence Based Policy Making in Education”.
The meeting is organized by the Ministry of Education and Science of the Republic of Serbia, the Social Inclusion and Poverty Reduction Unit within the Office of the Deputy Prime Minister for European Integration, the Education Reform Initiative of South Eastern Europe– ERI SEE and the Task Force Fostering and Building Human Capital of the Regional Cooperation Council. The event is supported by the TFBHC and KulturKontakt and should facilitate a discussion on an additional cluster of knowledge and the development of a concrete regional project.
The purpose of this event is to intensify regional cooperation around clusters of knowledge, which shall sustain cooperation on shared common topics of interest, contribute to the creation of knowledge and support policy development in view of national needs.
The launch of this Cluster was initiated at the TFBHC Regional Workshop for Senior Officials and Experts on Cooperation around Clusters of Knowledge held in Sarajevo in December 2010, as well as the 14th Meeting of ERI SEE Governing Board and Consultative body held in Belgrade in March 2011. The Cluster aims, in cooperation with the countries in the region and partner organizations, to advance the mechanisms of regional cooperation in the fields conducive to the achievement of the following objectives: enhanced communication and cooperation between the research community and policy-makers; the identification of mechanisms for a better utilization of research findings by decision-makers; advanced research practice in education policy creation; mapping and launch of analyses relevant for education policy development; a more efficient utilization of EU mechanisms and funds for enhancing evidence-based policy making in education. Clusters should play an important role in harmonizing regional initiatives with the new frameworks set by the ET 2020, EU 2020 and VET initiatives (Youth on the Move and the Agenda for New Skills and Jobs) and more effective planning of IPA funds for achieving the objectives set in the EU 2020 strategy. The Evidence-based Policy Making Cluster is open for cooperation to all countries in the region and partner organizations.
The meeting shall gather the representatives of ministries in charge of education and science from the countries in the region, the representatives of the research community and international organizations and non-government organizations. This will also be the opportunity to decide on the priorities and the operational concept of the Cluster, as well as the cooperation mechanisms.
Referring to the Europe 2020 Strategy and the recently adopted EU Enlargement Strategy, the relevance of the TFBHC`s clusters of knowledge was stressed, in particular at the time of the new “ET 2020” framework and the “Western Balkans in 2020” process, in which the TFBHC shall be actively involved. This would provide better insight at the level of development of policies, secure better translation of regionally-agreed reforms to the national level, improve programming of IPA towards Europe 2020 goals, prepare countries for obligations of membership, raise awareness on the importance of the strategy for reform processes and increase the role of the RCC.
Inputs and discussions on policy dialogue and peer learning confirmed the necessity of enhanced dialogue among EU member states and SEE partner countries in the field of education and training, in particular in view of creating a platform for mutual learning, disseminating examples of good practice, increasing quality and performance, bridging the shortage of expertise in particular policy areas and supporting reforms in national education and training systems overall.
