2010 Poverty-Related Data

The strategic decision was passed in 2004 to base poverty statistics in Serbia on data regularly obtained from the Household Budget Survey (HBS) until the adoption and implementation of the EU instrument for poverty measurement – Survey on Income and Living Conditions (SILC). This ensured continuity in monitoring poverty-related data.

In order to enable monitoring of trends since 2006, the Republic Statistical Office has taken the World Bank recommendation to use theconsumer price index – CPI method for setting the absolute poverty line. The absolute poverty line is obtained by calculating the food basket in 2006, incremented by an adequate inflation sum (consumer price index) for each year.

In order to measure poverty in the Republic of Serbia, absolute and relative poverty lines are computed on the basis of consumption aggregates from the Household Budget Survey (HBS) regularly conducted by the Republic Statistical Office following the Eurostat and International Labour Organisation (ILO) recommendations.

The 2010 Household Budget Survey data indicate that 9.2% citizens of the Republic of Serbia lived below the absolute poverty line that year.

According to the 2010 Household Budget Survey, all households whose consumption was below 8,544 Dinars/consumer unit were poor.

After the decrease of the number of poor citizens in the period 2006/2008, an increase of the number of the poor is recorded in 2009 and in 2010 again.

In 2008, a total of 6.1% of the population of the Republic of Serbia lived below the absolute poverty line. The number of the poor population increased by 0.8% percent (6.9%) in 2009 in comparison to 2008, whereas the number of the poor population increased by 2.3% in 2010 in comparison to 2009 (from 6.9% in 2009 to 9.2% in 2010).

Relative poverty line set at 60% median average consumption per consumer unit, indicates 14.5% poor citizens in Serbia, with the poverty line amounting to 9763 Dinars/month/consumer unit.
